We offer free pre-application advice and encourage all developers to contact us at the earliest opportunity to discuss their development proposals, before submitting a planning application and before submitting a Section 38 application.
Well-designed, sustainable development is best achieved through early engagement with stakeholders.
This website is not intended to reduce face-to-face engagement with developers and consultants regarding their development proposals. Instead, it acts as a
supporting tool for those discussions.
We can provide detailed, technical advice on managing surface water flood risk, designing efficient adoptable Sustainable Drainage Systems and designing high-quality adoptable streets.
We strongly recommend that developers also engage with the relevant Local Planning Authority at the earliest opportunity.
The HLLFA (Highway and Lead Local Flood Authority) offer free pre- application advice for planning applications. This can be provided via email, virtual call or in-person/ site meeting.
We attend monthly PAD meetings at South Kesteven District Council, East Lindsey District Council, South Holland District Council and Boston Borough Council, which are attended by the LPA, the HLLFA, the developer and their consultants and other Risk Management Authorities. They provide an opportunity for a round table discussion of the proposals. If you wish to book a slot on the agenda then please contact the respective LPA.
We will attend ad-hoc Multi-Agency Group meetings with the LPA, the developer and their consultants and other Risk Management Authorities, upon request.
The HLLFA offer free pre-application submission advice for S38 applications. This can be provided via email, virtual call or in-person/ site meeting.
We strongly encourage that all new residential estate roads are put forward for adoption as highway maintainable at public expense, for the benefit of the future residents. Our recommended route for securing this is a S38 Agreement.
We have regular meetings with developers who regularly work in Lincolnshire to discuss upcoming development sites, development sites under S38 review, and development sites under construction.
We provide ad-hoc 'DSD' meetings to discuss live S38 applications with developers.
We will attend live development sites at key stages during construction to inspect works and discuss any ongoing concerns.
We will attend Developer's Forums upon request.
